Ringer’s Baumann looks at Matt Harvey along with mentioning another dozen or so pitchers who posted some fairly crappy seasons. Baumann doesn’t expect Harvey to return to the dominant starter again.

I don't know much about this, but I would think the MLB players association and the next CBA would be the remedy to this problem, if they care to act. I feel like the players association looks out for the already successful/rich players, as opposed to the ones who aren't yet and the ones who almost certainly never will be.

It's the MLB players association not the MiLB players association so MLB players are the union's and CBA's focus. There's no Minor League Players union but minor leaguers on a MLB team's roster are represented by the MLB players association but that's less than approximately 20% of minor league players. There was a lawsuit last spring regarding minor league pay but not certain how or if that came to pass. Considering the new bill guessing that with the renewed exception, the players will continue to be viewed as apprentices so it's done.
