The Cubs could sign Harper and Machado and be just fine. Any budget restriction is set so they can turn a larger profit -- not because they can't actually afford to sign anyone.

Assuming the owners are colluding to screw the players, that really doesn't address the specifics of the Cubs' crying poverty with their current payroll and revenue.
