Not really sure where you're getting that from.  Before Matheny, their last 3 managers (excluding an interim) were La Russa, Torre, and Herzog, all of whom had managed multiple teams for at least a total of 7 years before getting to St. Louis.

La Russa seemed like an outlier to me for whatever reason (obviously not a valid reason).
