Yeah they suck but Lugo's aren't really any better.

2007 .237/.294/.349 = .643 OPS
2008 .268/.355/.330 = .685 OPS
2009 .284/.352/.367 = .719 OPS

He's basically available for free. Can he pinch run? Is he willing to get hit by a pitch? Could we avoid ever having to carry 13 pitchers again? A free body on the bench that's good at ANYTHING might be worth a roster spot when at times we've had to fill it with the likes of Aaron Miles.
