Yes on the arbitration clock, but its not gonna make much of a difference, a player must spend 516 days on an active roster during the regular season, to qualify for arbitration, so anyone up for the first time will still definitely need 3 more years, and that's only if they spend the entire next 3 full years on the 25 man.
For option years, it just matters if they are on the 40 man roster or not. Everyone on the 40 man roster, that is currently in the minors, is using an option year right now anyway.
For any new players on the 40 man, if we purchase their contract and put them right on the roster I don't believe it uses an option year as long as they never go back down to the minors in 09. But they would have to remain on the 40 man roster for next year, which would count as their first option year.
Players with limited MLB experience are given an additional option year though.
