I don't know if you can say he was busted. He was making it incredibly obvious and it's not like there's any disciplinary actions to come of this.

If I was Verlander, I would have thrown at the batter and turned to stare down Mauer.

Exactly. He knew he was stealing them and didn't do anything to stop him from doing it.
