Well last year was his first full year starting, and I didn't think he was *that* bad (4.49 ERA, 1.315 WHIP, good K/BB). And he was a second round pick.

Obviously I don't know why he was moved to the pen, but it just seemed surprising.

For one thing, the starting pitching situation is crowded as fuck in the lower minors. They have Cabrera, Rhee, Archer, Rusin, Dolis, Raley, and Searle at Daytona. Whitenack, Jung, Struck, McNutt, Antigua, and Nagel starting in Peoria. Something had to give. However, I agree with you that Schafer was the guy that was bumped, especially because of where he was drafted.

What seems to be interesting though is through sex appearances his Ks/9 have gone up to 9 from 6.3 last year. So, maybe they tried him there and he had better stuff/velocity?

Either way, he's averaged over 2 innings per appearance so far, so they're finding innings for him. He's fourth on the roster in IPs. I'm not too worried at this point.

I'd say if he's still keeping the walks down by June, you can start getting excited. He's always been known as having good stuff, but bad command. He's done very well so far though.

Also, I've heard his velocity is way down. Before he had Tommy John surgery he was an upper 90s guy. I'm hoping he can at least hit 91-93 consistently. If he does that and doesn't walk guys, he should be a pretty good starter. His curveball is one of the best in baseball.
