I understand that, but for 1.5 million I think it would have been worth a shot. Hell, we paid Dempster that to not pitch for a year IIRC.

And if he's remotely healthy or successful, the M's are gonna be paying him way more than that. The Cubs could have paid him $1.5 M to not pitch; but if he did anything decent(which would be the whole idea in the first place), they'd be on the hook way more than that.

So what was the downside? We pay 1.5 million and get nothing or we pay 7 million and get a stud for the 2nd half of the year. Again, i don't see what the downside would have been. If you are paying him a decent salary that means that he came back healthy and pitched well.

The downside is that there isn't $7 M (it's actually around $8.5 M) to spend in the first place. You can't pay someone with $$$ that doesn't exist. If the Cubs had an extra $7 M laying around, they wouldn't be going into the season with Sloth and King Hippo fighting for the 5th spot in the rotation.
