There is no defending the fact that the Cubs have done a pretty miserable job drafting the past few years, but pretty much EVERY team has a first round draft pick list like this. Also, bear in mind, that chart is including supplemental first rounders, which are essentially high second round picks.
For instance, the Braves seem to have a pretty good organization. Since drafting Chipper Jones, they have selected 2 guys who were any good (Francour, Wainwright), with 13 first round picks.
Then there are drafts like 2000, when there were exactly three players taken after Montenez, who made any impact at the major league level at all (Baldelli, Utley, Wainwright).
I'm not saying the Cubs have been good, as they clearly haven't. It's just that lists like this always make it seem worse than it really is.
