Do you think the middle relievers that are on 25-man rosters are necessarily the best middle relievers in baseball?
I don't. First of all, they're not evenly distributed. Maybe the Yankees have 8-10 of the top 150 (just a hypothetical) on their roster and in their system. Or maybe there are teams refusing to give up on shitty pitchers they're stuck paying a bunch of money to. Or maybe someone that used to be a marquee player is hanging on and a team is letting them out of loyalty or because they sell a lot of merchandise. Certainly there is unrecognized talent scattered around the minors...guys that are in a system but don't fir some idiotic manager's philosophy. Maybe lots of things. I'm just saying that the Majors might not be home to the best 150 middle relievers...or the best 150 starters...or the best 30 closers.
