I can see why some folks would feel that way about Pesci. His characters don't typically don't have a ton of depth and he really only has one or two notes he can hit.
I suppose I just find that note believable/effective and you don't.
And there are very few actors in the same stratosphere as DeNiro and DDL. Pesci isn't one of them. I still think he was awesome in his Scorsese roles. I actually have a hard time thinking of who I would prefer in those roles -- particularly GoodFellas.
