The people of Milwaukee are probably better served with the Brewers in Milwaukee but what about the average baseball fan?
If the Brewers played in a town like Raleigh, NC or Las Vegas, NV is baseball better served than the Brewers playing in Milwaukee, WI?

I'm not sure, but that isn't the point, which is that it makes sense that a franchise would honor a guy that brought a professional baseball team to their city.

But that's one of my issues with Selig. You can find multiple instances of he failed to separate what's was good for his interests versus what was good for baseball.
The Brewers are the Selig's team if they want to construct a statue of a flaming horse's ass, they can do so but that doesn't mean the flaming horse's ass is deserving a statue.
