I think Milton started talking to Sullivan when he decided he no longer wants to play for the Cubs.

Dan said that racism isn't something that you should hint at, since it can cause all the bleacher fans to get labeled as racists. He said that the instances should be noted so that the Cubs can take action to stop the small minority that would stoop to that level.
He also said that it could be a sign of deflecting blame for a bad season.
