BP has a new way of ranking the GM's. You'd have to read it in order to understand it, but it's a combination of a number of things, with wins per $$ spent a major component. In 2008, the Cubs ended up the 4th best. This year, obviously things are worse, but the Cubs still end up in 15th place, one spot ahead of the Sox. Here is the graph from 2009
